The investigation, which began in March 2019 after a whistleblower complaint, found that six employees of the New York City public school system had taken their children or grandchildren on trips that were meant to benefit homeless students. These trips, funded through grants for students living in shelters and other temporary housing, included excursions to Washington, D.C., Boston, and even Broadway shows.

Forging Permission Slips and Evading Oversight

According to the report, Linda Wilson, the Queens regional manager for the office that supports students in temporary housing, was at the center of the scandal. Wilson allegedly forged permission slips to bring her own family members on these trips and used an outside agency to book travel arrangements, effectively evading the oversight of the city's Department of Education.

Trips Masquerading as College Tours

The investigation also revealed that some of the trips were presented as college tours, but the students and chaperones never actually visited the campuses. In one instance, a group that included Wilson, her daughter, and other staff members and their children, ate lunch at Syracuse University during a June 2018 trip, but never toured the school. Instead, they left and went to Niagara Falls.

A Culture of Secrecy and Deception

The report further uncovered a culture of secrecy and deception within the office. According to the investigation, Wilson encouraged her staff to keep quiet about the misuse of funds, telling them, "What happens here stays with us."

Recommendations and Consequences

The Special Commissioner's office has recommended that Wilson and the other staff members involved in the scandal be fired and required to reimburse the school system for the family members' trips. While Wilson has claimed that she retired and was not fired, the Department of Education has confirmed that all staff identified in the report are no longer employed by the New York City public school system.
